8th avenue reconstruction & mount vernon road rehabilitation – cedar rapids, iowa

the 8th avenue reconstruction & mount vernon road rehabilitation project, designed by snyder & associates, represents one of cedar rapids’ most significant recent investments in 世界杯足球比赛预选赛 infrastructure. extending from 8th street se to 20th street se, the project improved safety, mobility, and aesthetics along a key urban corridor used by more than 20,000 vehicles daily. delivered in two phases, the effort combined a full reconstruction with a new roundabout between 8th and 14th streets and a pavement rehabilitation between 14th and 20th streets. together, these improvements fulfilled the goals of the mount vernon road corridor action plan to create a safer, more walkable, and visually cohesive gateway into the city.

redefining a complex urban intersection

at the heart of the project is cedar rapids’ first multilane roundabout, replacing a complex, high-crash intersection where 8th avenue, 10th street, and mount vernon road converge. the new roundabout reduces conflict points, calms traffic, and improves efficiency while enhancing pedestrian safety.

with over 30 feet of elevation change across the site and proximity to mercy medical center, unitypoint clinics, and mckinley middle school, the design required innovative grading and the construction of multiple retaining walls, some nearly 20 feet tall. these walls stabilized slopes, preserved access, and reduced right-of-way needs.

pedestrian safety features include rectangular rapid flashing beacons (rrfbs), splitter islands, and refuge zones that allow pedestrians to cross only two lanes at a time. the outdated pedestrian bridge east of the intersection was removed and replaced with ada-compliant, ground-level crossings, aligning with cedar rapids’ multimodal transportation vision.

innovative and sustainable design solutions 

throughout the corridor, the design team implemented innovative engineering materials and methods. a geosynthetic cementitious composite mat known as concrete canvas was installed near mckinley middle school to control stormwater infiltration and protect a large retaining wall. the material provides a thin, joint-free, and durable surface, reducing both material use and installation time compared to conventional concrete channels.

to achieve the required vertical clearance for the new mercy hospital skywalk, engineers designed a reinforced concrete arch pipe system with a cast-in-place cap that provided sufficient stormwater capacity beneath the roadway without raising the street profile. both the reconstruction and rehabilitation segments incorporated geogrid reinforcement to strengthen the pavement while reducing excavation and backfill needs. in the rehabilitation zone, an asphalt interlayer was used to prevent reflective cracking and extend pavement life.

rehabilitation and long-term maintenance

from 14th to 20th streets, the project focused on pavement rehabilitation and preventive maintenance to extend the service life of mount vernon road. the work included drainage upgrades, new subdrains, and reconstructed curb-and-gutter systems designed to simplify future overlays and minimize waste.

two new three-quarter intersections at 15th and 19th streets improved traffic flow and safety by reducing conflict points while maintaining access to neighborhood streets. this efficient, sustainable approach allowed the city to deliver long-lasting improvements while conserving resources and preparing the corridor for easier future maintenance.

coordinating a complex urban corridor

mount vernon road serves as a major arterial for businesses, residents, and emergency services. the design team worked closely with numerous partners to manage utilities, traffic control, and construction sequencing. relocating 69-kv power lines out of the corridor improved sight distance, lane widths, and turning movements while supporting safety goals.

utility coordination involved multiple agencies, including lumen technologies, itc midwest, mediacom, midamerican energy, verizon, and mercy medical facility. thousands of fiber-optic and copper lines were relocated through an extensive documentation and coordination process, ensuring the project stayed on schedule.

maintaining access to key destinations, including mercy hospital’s emergency department, was a top priority. a detailed, multi-phase traffic control plan kept one lane open in each direction through most of construction. regular communication with emergency services, businesses, and the medquarter district ensured uninterrupted access and a high level of community support.

community and environmental benefits

beyond technical success, the project provides lasting value to cedar rapids residents. new sidewalks and shared-use paths improve walkability and connect neighborhoods to medical, employment, and transit centers. sustainable features such as roundabouts that reduce vehicle idling, geogrid and concrete canvas applications, and native, low-maintenance landscaping lower emissions, conserve resources, and reduce maintenance costs.

the project also respected local heritage by preserving the historic oak hill cemetery wall and using ground-penetrating radar to avoid disturbing unmarked graves. many residential retaining walls were replaced with uniform segmental block systems that improved safety and corridor appearance while increasing neighborhood property values.

driving revitalization and private investment

the mount vernon road project directly supports the city’s long-term plan for improved circulation, pedestrian access, and corridor aesthetics. it has already spurred new commercial and residential investment, including the $40 million mercy medical jewel & jim plumb heart center and other redevelopment projects.

enhanced travel flow, wider lanes, and ada-compliant sidewalks and crossings improve safety for all users while helping emergency vehicles reach hospitals more efficiently.
